Join us as we delve into another true crime case this week in a neighboring suburb, just south of Denver in the state of Colorado. Just a few miles away from the bustling mountain metropolis is a community with abundant beautiful landscape for outdoor recreation. It’s a family-friendly community that’s also steeped in the rich cultural history of the Gold Rush era and the indigenous people that inhabited the land long before settlers came westward. But of course even the most charming suburban community can become the backdrop for a chilling crime. Still, unlike neighboring Columbine, a community that is sadly no stranger to tragedy, Littleton is rarely center stage for major headline news.

Or, it was - that is, until the mysterious disappearance of Charlene Voight, who was reported missing by her family in Littleton, Colorado on July 8th 2016. As we unravel the details of the case surrounding her disappearance we ponder over how our minds search, and often find, eerie connections in the most disparate of circumstances. Like the discovery of a World War II veteran's dog tags in the Grand River. Get engrossed in our discussion about Charlene's tumultuous and troubling relationship with her partner, Jeffrey. The story takes a hair-raising turn as we we examine Jeffrey's suspicious activities, including his unnerving trip to a landfill that set off alarm bells for investigators. Nothing could prepare us for the the most shocking aspect of the case to date. Jeffrey went on to live a double life after his dramatic escape to Russia, which adds a whole new dimension to this puzzling case. Finally, we take a look at the complex issues surrounding international law and extradition, as well as Jeffrey’s claims of political persecution in his desperate bid to gain asylum.

Tune in for an episode filled with intrigue, mystery, tarot, and the occasional canine story even when they’re sad.

[00:00:00] Listener discretion is advised.

[00:00:02] Hello, and welcome to True Crime, the podcast that helps you find new, emerging, and undiscovered

[00:00:08] True Crime podcasts.

[00:00:09] I'm Greg, the host and curator of True Crime.

[00:00:13] Today's episode is from PNW Haunts and Homicides.

[00:00:16] Caitlin and Cassie cover True Crime, Paranormal, and All Things Pookie in the Pacific Northwest.

[00:00:22] If you liked today's episode, make sure to check out the episode description for

[00:00:26] links to subscribe.

[00:00:28] All right, let's get this show started.

[00:00:29] Begin!

[00:00:30] If the president opts to grant Jeffree's request, it will be impossible for him to be extradited

[00:00:43] to the U.S. as Russia's constitution does not allow for extradition of its own citizens.

[00:00:52] Hi, Cassie.

[00:01:11] Hello, Caitlin.

[00:01:12] Hey, creepy people.

[00:01:14] Hello.

[00:01:15] Hello.

[00:01:17] If you're new to our creepy corner of the world, this is PNW Haunts and Homicides where

[00:01:22] we chat about True Crime, Paranormal, and All Things Spooky in the Pacific Northwest.

[00:01:28] Yeah.

[00:01:29] We also do a tarot reading at the end of every episode for deeper insight into the topic.

[00:01:36] And you know, you're going to want to probably stick around for that.

[00:01:40] I think it's pretty good insight.

[00:01:41] Yeah.

[00:01:42] Did I tell you we actually got a question from a listener about the tarot readings?

[00:01:50] We did?

[00:01:51] Yeah.

[00:01:52] Okay.

[00:01:53] We had someone that asked if we had ever started episodes with the tarot reading.

[00:01:58] Uh-huh, yes.

[00:02:00] We did used to.

[00:02:02] We did.

[00:02:03] Yeah.

[00:02:04] So long ago.

[00:02:05] Yeah.

[00:02:06] So I was explaining sort of the logic that you came around to as you were editing

[00:02:10] and how it was like, man, it seems like we kind of have to just go through and read

[00:02:15] it all over again when we get to the end.

[00:02:18] And why not just save it until the end?

[00:02:21] And then both of us know what the topic is and it's really been gangbusters ever

[00:02:27] since.

[00:02:28] Uh-huh.

[00:02:29] It made our powers more powerful.

[00:02:34] I knew as soon as you said that I was like, she is going to be like, shit, I did

[00:02:39] not think that phrase through.

[00:02:41] Whoopsie.

[00:02:44] Oh, oh boy.

[00:02:46] Well, even though I said we talk about spooky stuff in the Pacific Northwest, this is not

[00:02:51] a spooky episode.

[00:02:53] Don't get confused.

[00:02:54] Oh yes, that's fair.

[00:02:56] They were like, well, she said spooky this time and I'm wondering if it's spooky

[00:03:02] and no, it's not.

[00:03:04] I lied.

[00:03:05] Sometimes I lie.

[00:03:06] Yeah.

[00:03:07] Always on purpose.

[00:03:08] I did.

[00:03:09] How dare you bastardize my phrase?

[00:03:13] Are you ready?

[00:03:15] That's a loaded ass question today.

[00:03:18] Yeah, no, we're not.

[00:03:20] We're not ready.

[00:03:21] I did not wake up ready.

[00:03:22] I'll tell you that.

[00:03:23] No, she did not wake up like this.

[00:03:27] I should probably say I did because I looked terrible.

[00:03:30] So that's fine.

[00:03:32] All right.

[00:03:33] I'm going to get right into it.

[00:03:34] Charlene Voight was reported missing from Littleton, Colorado by her family on July 8th, 2016.

[00:03:43] At the time, her sister and the rest of the family had not spoken to her for several days,

[00:03:49] which was very unusual even given the recent holiday weekend, which is never a great

[00:03:56] sign.

[00:03:57] She shares no relation to the World War II veteran that also made local news in

[00:04:03] 2021 after his dog tags were discovered in the Grand River back in 21.

[00:04:09] Oh my gosh.

[00:04:10] Yes, but I was left with an incredibly eerie feeling as I researched this case.

[00:04:18] Hear me out.

[00:04:19] Okay.

[00:04:20] The dog tags in question belong to Clifford J. Voight.

[00:04:29] Really different spelling.

[00:04:31] And I'm obviously going to digress to say that I'm completely overcome with giddiness

[00:04:37] at the idea of dog tags belonging to a man named Clifford being discovered.

[00:04:43] Oh, that is so cute.

[00:04:46] I know.

[00:04:47] I knew someone named Clifford.

[00:04:48] Hi, Cliff.

[00:04:49] You're probably not listening.

[00:04:51] I also just thought, shit, well maybe they are related and they're not.

[00:04:59] You said they have the same last name, but it's spelled different.

[00:05:01] Yeah.

[00:05:02] Oh, I see.

[00:05:03] I thought it could have been a typo.

[00:05:04] It's possible.

[00:05:05] Anything is possible.

[00:05:06] That is correct.

[00:05:07] You're welcome.

[00:05:08] Though I'd argue that the discovery of dog tags far from the banks of the river is

[00:05:16] hardly a story that we can necessarily assume ended well.

[00:05:20] No.

[00:05:21] Yeah.

[00:05:22] He just, he was washing his face and then they slipped off into the river, right?

[00:05:28] Um, anyways, I have to ask, is it just me or does the thought of finding anything in a

[00:05:35] river lead everyone to escalated threat level type thinking?

[00:05:39] I think so.

[00:05:40] Okay.

[00:05:41] All right.

[00:05:42] Probably just me, but I don't think it's a fear of the water.

[00:05:44] I don't think it's just you though.

[00:05:46] No, it's not.

[00:05:47] Yeah.

[00:05:48] It's eerie finding stuff, you know, anywhere, just like laying anywhere, seeing a shoe,

[00:05:53] you're like, anything could have happened.

[00:05:55] Yeah.

[00:05:56] I just, I think the fact that it's dog tags too, like that doesn't really belong there

[00:06:01] and like if you're parted from your dog tags in a river, I think it speaks to something,

[00:06:08] you know, maybe not so awesome happening potentially.

[00:06:12] But I think we can all breathe a sigh of relief.

[00:06:15] Clifford, the veteran, not the cartoon canine was originally from Grand Rapids and he

[00:06:23] has since been laid to rest in Mesa, Arizona, seemingly peacefully.

[00:06:29] I was left with the impression that no reasonable or disquieting concerns regarding foul play

[00:06:36] of any kind or an accidental drowning where a factor in his passing.

[00:06:42] So I at least feel better about that.

[00:06:44] That's good.

[00:06:45] Yeah.

[00:06:46] That's interesting.

[00:06:47] He's from Grand Rapids.

[00:06:48] We found there's dog tags in some Rapids.

[00:06:51] Mm hmm.

[00:06:52] Yeah, it is weird.

[00:06:54] There's a lot of weird connections here.

[00:06:56] I didn't even make that one until you said that just now.

[00:06:59] Are we just spiraling in everything's a connection?

[00:07:02] Yeah, we that that's kind of the name of the game here.

[00:07:05] I cut out a couple of other things that I was like, oh, and it just was like, no,

[00:07:12] nobody, no one has the time.

[00:07:16] But I'm afraid my illusion to a big red dog just now.

[00:07:20] Well, that's as close to love and light as this story is likely to stray.

[00:07:25] Unfortunately, particularly for man's best friend.

[00:07:30] I hate you.

[00:07:31] I know.

[00:07:32] I'm so sorry.

[00:07:34] How did these things happen?

[00:07:36] I didn't realize that there was anything that was going to make you unhappy about

[00:07:41] a dog until after I was almost three quarters of the way through researching and writing

[00:07:48] this.

[00:07:49] I know you claim this, but I'm pretty sure you just Google dead dogs and true crime cases

[00:07:53] and that's how you pick them now.

[00:07:55] I that's not accurate, but way to upset the listeners, Cassie.

[00:08:00] I forgive you.

[00:08:01] I hope so.

[00:08:03] At the time of her disappearance, Charlene was a 36 year old woman and a recent graduate

[00:08:09] of Cal Poly Pomona.

[00:08:12] She majored in landscape architecture.

[00:08:15] Oh, that's a really cool major.

[00:08:18] When she graduated, she moved away from her home and her family in California and

[00:08:24] resettled in Colorado as she entered a new phase of her life.

[00:08:29] Kind of a new phase of her life.

[00:08:32] It certainly had plenty of promise based on this limited data set.

[00:08:38] At least that's what I would have thought.

[00:08:40] Her boyfriend, Jeffrey Byer also happened to live in Colorado at the time.

[00:08:46] So it seems fair to say that he probably had a little something to do with her

[00:08:50] decision to pack up and move.

[00:08:52] Oh, I see.

[00:08:53] Yes.

[00:08:54] You kind of want to live where your boyfriend lives, you know?

[00:08:56] I guess.

[00:08:58] Or maybe don't.

[00:08:59] Okay.

[00:09:00] Listen.

[00:09:01] Keep some of the mystery alive, people.

[00:09:04] There was not a lot of mystery left at this point.

[00:09:07] We're going to get there.

[00:09:10] Charlene's sister, Marilyn told Dateline in 2016 that Charlene always had

[00:09:15] a knack for creativity.

[00:09:18] She was excited to be in Colorado where it's just so beautiful and for the

[00:09:22] opportunities she'd have there.

[00:09:25] I have to imagine that it would be basically a dream for a recent graduate

[00:09:30] like her to live and work in a place known for its vibrant and scenic natural beauty.

[00:09:37] Oh my gosh, think of the landscape architecture you could do there.

[00:09:41] I just...

[00:09:42] Ugh.

[00:09:43] I don't know why, but Colorado I just think of like pretty boulders everywhere.

[00:09:47] Yeah.

[00:09:48] Is it because there's a town named Boulder?

[00:09:50] Boulder.

[00:09:51] I don't know.

[00:09:52] That's a nice Boulder.

[00:09:53] Denver, do you have rocks as well?

[00:09:55] I think they do.

[00:09:56] Yeah.

[00:09:57] But let's talk more about the boyfriend because if I'm being honest, we all

[00:10:01] know that's the guy everybody wants to talk about right off the top.

[00:10:06] And frankly, the details of his day job could make a lot of us feel better

[00:10:11] about our own.

[00:10:12] Okay.

[00:10:13] So I'm just going straight for the pick me up here.

[00:10:16] Jeffrey's company named 911 Roll Off apparently offered what could be categorized

[00:10:23] as top of the line dumpster rental services.

[00:10:28] Okay, I was very confused when I was like 911 Roll Off is this all the people

[00:10:33] that 911 doesn't want to deal with and they roll them up to someone else?

[00:10:37] What is the nature of your business?

[00:10:39] I got confused.

[00:10:40] Yes.

[00:10:41] I admit I was as well.

[00:10:44] Okay.

[00:10:45] So he's trash, take her away or a person, got it?

[00:10:49] He's a dumpster man.

[00:10:51] It's very valuable service to provide.

[00:10:53] It is.

[00:10:55] The whole waste disposal thing is going to circle back in the sort of formulaic

[00:10:59] and predictable way that even lifetime movie writers would think was just a little bit

[00:11:05] too cheesy or too much of a trope.

[00:11:08] This sort of feels like the universe getting a funny little jab in on who this

[00:11:13] dude turns out to be.

[00:11:15] Reportedly, allegedly.

[00:11:17] Because at this time I'm unaware of any unequivocal resolution in this case.

[00:11:23] I have to say things like reportedly and allegedly, which is deeply painful

[00:11:29] and offensive to my psyche.

[00:11:31] I have a lot of respect for anyone that tackles a job like this

[00:11:35] that requires a certain fortitude of the olfactory senses.

[00:11:41] But this guy is the hot garbage juice in this case.

[00:11:47] Ew.

[00:11:48] It's one of my favorite phrases to express distaste for just about anything.

[00:11:55] Not that I'm claiming ownership to the phrase or any other.

[00:11:58] Well, okay, except maybe hashtag neverbunty.

[00:12:02] Yeah.

[00:12:02] Yeah.

[00:12:03] Speaking of hashtag neverbunty, you're welcome.

[00:12:07] You get an introduction to the inner workings of my brain.

[00:12:11] Inserting a completely unapologetic plug right now.

[00:12:15] Not an ad.

[00:12:16] Just an ADHD moment.

[00:12:18] Go and get the book Bright Young Women by Jessica Knoll if you haven't already.

[00:12:24] We received an advance copy, which I really hope will just be a thing now for us

[00:12:31] because I love books and the best kind are those that are from fantastic writers for Free 99.

[00:12:38] It's a really good book so far.

[00:12:40] But we also ordered it on Audible as well.

[00:12:43] Yes, they may have known what they were doing.

[00:12:48] Based on my early girl math projections, I'm confident in saying it was worth every cent.

[00:12:55] You guys know how I feel about feelings.

[00:12:57] Cassie and I are making our way through the book and it has been such an intense,

[00:13:02] slow-building thriller and an emotional roller coaster, depending on who you ask.

[00:13:08] Yeah.

[00:13:09] So please read the book and join us for our Patreon Book Club.

[00:13:13] We'll be announcing the date for that live stream shortly-ish if we haven't already.

[00:13:18] We'll add a link to the book and as always for the Patreon in the show notes.

[00:13:23] Can we change it to hashtag never the defendant?

[00:13:27] Oh my God.

[00:13:28] Yeah, you'll have to read the book to figure that one out.

[00:13:32] Oh my God.

[00:13:32] But it's amazing.

[00:13:34] Never the defendant.

[00:13:37] Back to Jeffrey.

[00:13:39] Police were called to the shared residence of Charlene and Jeffrey.

[00:13:43] He did answer the door but only spoke to responding officers outside

[00:13:49] after closing the door to the residence.

[00:13:52] So some very intentional actions and behaviors.

[00:13:57] Okay.

[00:13:58] In his retelling of recent events at the time,

[00:14:01] he told officers that he had fought with Charlene in the evening leading up to the holiday.

[00:14:08] He stated that she had wanted to party.

[00:14:12] Who doesn't?

[00:14:13] Mm-hmm, I know.

[00:14:14] But he had to work over the weekend and was unable to partake in the festivities.

[00:14:21] Aw, poor guy.

[00:14:24] Yeah.

[00:14:25] Is anyone else lifting their eyebrow skeptically?

[00:14:29] I sure am.

[00:14:30] Mm-hmm.

[00:14:31] Prior to Charlene's disappearance,

[00:14:33] the couple reportedly went out with friends drinking on June 30th.

[00:14:38] The night's activities included the four hitting the slopes as well.

[00:14:42] And by that I mean doing cocaine.

[00:14:45] Okay, I was like it's July.

[00:14:48] Yeah, okay.

[00:14:49] I know that would be weird.

[00:14:50] I thought maybe you'd get it if I said it and I was like it's July.

[00:14:53] She's going to understand they're not actually skiing, right?

[00:14:56] I don't know Colorado.

[00:14:57] I don't know either.

[00:14:58] There's some high spots that maybe have snow in July.

[00:15:00] I don't know.

[00:15:01] High spots.

[00:15:02] Get it.

[00:15:04] I'm just certain that's what all the kids are saying these days though.

[00:15:07] Hitting the slopes?

[00:15:09] I don't know.

[00:15:10] Yeah, I don't know.

[00:15:11] Don't do drugs.

[00:15:12] Yeah.

[00:15:13] You're listening to an episode of P&W Haunts and Homicides on True Crime by IndieDropin.

[00:15:19] We're going to take a quick break.

[00:15:22] And now back to this episode of P&W Haunts and Homicides.

[00:15:27] Unfortunately, the evening took a dark turn when a seemingly agitated Jeffrey

[00:15:32] pulled the female half of the other couple that had joined them

[00:15:36] into another room where he promptly locked the door and held her,

[00:15:42] allegedly sexually assaulting her.

[00:15:45] On July 10th, Jeffrey gives a formal statement to investigators at the police station

[00:15:51] regarding Charlene's apparent disappearance several days prior.

[00:15:56] Just days later on July 12th, Jeffrey is arrested for the unnamed female friend's sexual assault.

[00:16:05] It should also be noted that Charlene's family shared additional information

[00:16:10] with local authorities in Colorado

[00:16:13] following law enforcement's initial visit to their shared home to question Jeffrey.

[00:16:19] Charlene had filed a restraining order against Jeffrey dating back to 2012

[00:16:28] when they were both living in California.

[00:16:31] Oh, wow.

[00:16:32] So this is a new thing.

[00:16:35] She described an episode of physical abuse lasting upwards of 20 minutes

[00:16:40] that made her fear for her life in his presence.

[00:16:43] Charlene had said of the altercation,

[00:16:47] I thought I was going to die.

[00:16:49] Luckily, he finally stopped and went to bed.

[00:16:53] Jeff begged me not to call the cops on him since he knew

[00:16:57] that this would put him in jail for a long time due to his past history

[00:17:03] of physically assaulting other women.

[00:17:06] Oh no, please don't tell them I did it again.

[00:17:09] Mm-hmm.

[00:17:11] Fuck me.

[00:17:12] Jeffrey did in fact have a history of abuse dating back to at least 2007

[00:17:18] involving his ex-wife as well.

[00:17:22] Ultimately, he pleaded guilty in the domestic violence incident

[00:17:26] and served jail time for it in 2013.

[00:17:29] Not enough.

[00:17:31] Mm-mm.

[00:17:31] Nope.

[00:17:33] This prompted an emergency ping to be issued

[00:17:37] for Charlene's phone shortly after she was reported missing.

[00:17:42] Both law enforcement and her family

[00:17:44] were so concerned for her safety in light of, I don't know, recent events.

[00:17:50] And then once they had the entirety

[00:17:54] of the terrifying multi-state backstory,

[00:17:58] the report they received showed that her most recent activity

[00:18:02] had taken place on July 1st near the apartment that she shared with Jeffrey.

[00:18:09] That was her last activity?

[00:18:11] Mm-hmm.

[00:18:12] Charlene's phone last transmitted to a tower at 4965 South Rio Grande Street.

[00:18:21] No subsequent activity was reported on her device.

[00:18:27] The couple's shared apartment address was also on Rio Grande Street,

[00:18:34] where the neighbor reported hearing sounds that may have been an indication

[00:18:39] of a disturbance in the neighboring unit belonging to Charlene and Jeffrey.

[00:18:45] You know, unless they wake up early to rearrange the furniture in their apartment.

[00:18:50] Huh.

[00:18:51] It's possible my upstairs neighbors typically do at least once or twice a week, but...

[00:18:56] I hope nothing shady is going on up there, Jesus.

[00:18:59] I think about it all the goddamn time.

[00:19:03] I think you have a log next to your bed,

[00:19:06] like writing down the kind of sound and what time.

[00:19:09] It's not a bad idea.

[00:19:11] Circling back, the charges related to the alleged sexual assault

[00:19:15] were eventually dropped in service to the prosecutors working on Charlene's case.

[00:19:22] The cases were so intertwined

[00:19:25] that if they moved ahead with the charges related to the alleged sexual assault,

[00:19:30] they would have been required to turn over basically everything they had during discovery,

[00:19:37] including everything they had in a future murder case.

[00:19:42] Oh.

[00:19:44] And let's face it, it's less than ideal for a future murder trial

[00:19:48] to have already shown your hand.

[00:19:50] Yeah.

[00:19:51] It would be a major tactical disadvantage for the state in all likelihood.

[00:19:56] Although, and you'll see why at the end here,

[00:20:01] maybe we go, maybe we circle back again

[00:20:04] and now we maybe we just charge him for the sexual assault as well.

[00:20:08] Yeah.

[00:20:09] You know, maybe we do that.

[00:20:10] That was the sexual assault on the friend?

[00:20:13] Yes.

[00:20:13] Oh my gosh, how awful for her though too, like this happened to her

[00:20:18] and now it's not nothing's happening with it.

[00:20:21] Yeah, legally nothing happened.

[00:20:22] Oh God.

[00:20:23] But I think even fairly early on in the case,

[00:20:27] everyone involved could see where Charlene's case was headed,

[00:20:31] despite the fact that Charlene had not been found.

[00:20:36] According to the August 2019 indictment released on Monday, June 1st, 2020,

[00:20:44] so almost a year later, at the very height of the panorama,

[00:20:49] the panini sandwich of the plague, known as COVID,

[00:20:53] less fun to say though.

[00:20:56] I have to.

[00:20:57] The Panama.

[00:20:58] Jeffrey Scott Beyer was charged with first degree murder,

[00:21:02] first degree felony murder, sexual assault,

[00:21:05] two counts of tampering with evidence,

[00:21:08] third degree assault and two counts of attempting

[00:21:10] to influence a public servant by misleading authorities

[00:21:14] about Charlene's disappearance.

[00:21:16] Dick.

[00:21:18] He was also charged with aggravated animal cruelty.

[00:21:23] No, I knew it was coming, but I didn't,

[00:21:26] I was hoping it wouldn't come anyway.

[00:21:28] Yeah.

[00:21:29] Which I'm pained to say that I need to issue obviously a trigger

[00:21:34] warning for bad things happening to animal.

[00:21:39] We're not quite there yet,

[00:21:40] but I'll let you know when we get there.

[00:21:44] Again, they're still looking for Charlene,

[00:21:46] whether she's alive or it's simply her remains.

[00:21:49] So let's get back to the investigation.

[00:21:53] Everyone braced themselves though.

[00:21:55] After this episode drops,

[00:21:57] I could foresee some really awkward interactions

[00:22:02] at a few Colorado targets.

[00:22:06] Oh no, I'm literally staring at a target bag

[00:22:09] under your desk right now.

[00:22:11] Though Charlene is gorgeous

[00:22:12] and there's certainly a kindness behind her eyes

[00:22:15] that feels uncommon.

[00:22:17] She looks very much like a number of women

[00:22:20] that doubtless, countless people interact with every day.

[00:22:25] I feel like when you see a picture of her,

[00:22:27] if this is immediately following her disappearance,

[00:22:30] you're looking around everywhere going,

[00:22:33] oh my gosh, I'm so sorry

[00:22:34] that I thought you were the woman that they're looking for.

[00:22:38] Oh, okay.

[00:22:39] Because she just has one

[00:22:41] of those very all-American girl faces

[00:22:44] that, well they frequently make the news.

[00:22:48] I get that, yeah.

[00:22:48] Yeah.

[00:22:49] The Charlie Project and other missing persons databases

[00:22:53] described her thusly.

[00:22:55] Missing since 2016 from Littleton, Colorado,

[00:22:59] she has classified as an endangered missing

[00:23:04] 36 year old female.

[00:23:08] I have to take a deep breath before this next part,

[00:23:10] it hurts my heart.

[00:23:12] Measuring five foot and weighing 105 pounds.

[00:23:17] Oh, gee, that's little.

[00:23:19] This is an incredibly small woman, very slight.

[00:23:24] And I can't help but think

[00:23:25] that it takes someone particularly evil to prey upon her.

[00:23:30] Distinguishing characteristics that they listed

[00:23:34] were a Caucasian female

[00:23:39] since when has that ever been a distinguishing feature?

[00:23:42] Right.

[00:23:44] With blonde hair, brown eyes, pierced ears.

[00:23:49] That's a distinguishing feature.

[00:23:51] Wow, okay.

[00:23:53] And a scar on her abdomen from a prior car accident.

[00:23:57] She was also said to have a two inch wide

[00:24:00] butterfly shaped birthmark on her lower back

[00:24:04] right above the booty.

[00:24:06] Butterfly birthmark?

[00:24:08] I know.

[00:24:09] I thought you were gonna say a tattoo.

[00:24:12] Well, yeah, especially when you hear that it's in the

[00:24:14] nailed.

[00:24:15] You know, the not tramp stamp.

[00:24:18] Cause who cares, tramp isn't even a thing.

[00:24:21] Yeah.

[00:24:22] Shut up.

[00:24:24] That is really cute though, oh my God.

[00:24:26] I don't think that I need to tell you

[00:24:28] that this description could probably be tens of thousands

[00:24:33] if not hundreds of thousands or even millions of women.

[00:24:38] Yeah, I think the only distinguishing was the birthmark.

[00:24:40] The birthmark, yeah.

[00:24:42] Luckily, the indictment reveals that there was

[00:24:46] surveillance footage recovered in the course

[00:24:49] of the investigation that left something akin

[00:24:52] to a breadcrumb trail.

[00:24:54] Stay stupid motherfuckers.

[00:24:57] In early July 2016, shortly after Charlene's

[00:25:01] whereabouts get a little bit sketchy,

[00:25:03] according to the indictment, a number of hours

[00:25:06] between roughly July 1st and the 2nd,

[00:25:10] Jeffrey was seen on numerous recovered

[00:25:13] surveillance footage clips.

[00:25:17] Honestly, it was like he was on like a scavenger hunt

[00:25:20] and all that was required was to be on

[00:25:24] as many cameras as possible.

[00:25:27] I mean now, oh my gosh, you literally cannot step

[00:25:30] aside without being on a camera.

[00:25:31] It's crazy. No, you really can't.

[00:25:33] I sound like such an old person.

[00:25:35] I know.

[00:25:37] That or like a anti-government or conspiracy theorist.

[00:25:41] They're watching all the time.

[00:25:45] Jeffrey is seen withdrawing $7,000 at a local Wells Fargo.

[00:25:51] Question. Yeah.

[00:25:53] Do you have to go in for that

[00:25:54] or can you get it from the ATM?

[00:25:57] You cannot take $7,000 out of an ATM.

[00:25:59] I wasn't sure.

[00:26:00] That was like a serious question.

[00:26:02] I wasn't sure.

[00:26:03] It's a really good question

[00:26:04] because it certainly can differ by bank,

[00:26:08] but typically there's a maximum that you can take out

[00:26:11] and every bank handles it differently,

[00:26:13] but it's anywhere between two and maybe $500.

[00:26:18] And so some people will go to multiple ATMs.

[00:26:22] Some of them impose a daily limit.

[00:26:24] So no matter how many ATMs you go to,

[00:26:26] the max you can take out is like 300 bucks.

[00:26:30] I don't think I've ever had the max in my account to take out.

[00:26:33] So I wouldn't know that.

[00:26:36] You're like $300?

[00:26:37] What did I win the lottery?

[00:26:39] Seriously.

[00:26:40] Yeah, no, for real.

[00:26:41] I think I'm exaggerating what I won.

[00:26:43] No, I get it.

[00:26:47] He also went to Home Depot at Santa Fe and I-25

[00:26:52] where he's seen moving something

[00:26:54] from the back seat to the trunk.

[00:26:58] Both surveillance footage and receipts verify

[00:27:02] that this was on the very same date

[00:27:05] that he purchased a gallon of lighter fluid at Home Depot.

[00:27:10] Oh boy, is that the only purchase he made?

[00:27:13] To my knowledge.

[00:27:15] That is, you buy a couple other things

[00:27:17] to make it seem less suspicious.

[00:27:19] It's like when you buy tampons,

[00:27:21] you obviously wrap that shit in a magazine

[00:27:26] by a pint of ice cream just in case.

[00:27:30] Off exit 304 in Bennett, Colorado,

[00:27:33] he stopped at an abandoned farm off the I-70 Highway.

[00:27:39] He was there for roughly 20 minutes.

[00:27:42] When officers later searched the property,

[00:27:45] a burn pile was discovered.

[00:27:48] Did they have surveillance footage at the farm?

[00:27:51] I'm not sure what the source

[00:27:52] of this particular section of the footage was.

[00:27:56] I didn't dig that deep into the indictment

[00:28:00] and all of the other information,

[00:28:02] but I was kind of curious about that as well.

[00:28:05] I was like, how did they know he was there for 20 minutes?

[00:28:08] Yeah, it's interesting.

[00:28:10] But, and the reason why I didn't really dig

[00:28:12] any further on that is that there doesn't appear

[00:28:15] to have been anything of particular evidentiary value

[00:28:19] beyond the fact that there was a burn pile.

[00:28:22] Yeah, because he burned it.

[00:28:23] Yeah.

[00:28:24] Well, yeah.

[00:28:25] Why else would you burn something?

[00:28:27] Yeah, but I mean, that's just at least

[00:28:30] what's publicly revealed in the indictment.

[00:28:33] And the indictment is in part redacted.

[00:28:38] Oh.

[00:28:39] So I don't know.

[00:28:41] I mean, could there be more to that?

[00:28:43] Possibly.

[00:28:44] I don't think so.

[00:28:44] I think primarily it's redacted

[00:28:47] to protect the name of the people associated

[00:28:51] with the sexual assault case.

[00:28:53] Oh.

[00:28:54] Continuing on his route,

[00:28:56] Jeffrey also stops at two separate I-76 gas stations

[00:29:03] for roughly five minutes each.

[00:29:05] Doesn't say that he purchased gas.

[00:29:08] So maybe he did, maybe he didn't.

[00:29:12] I don't know.

[00:29:13] Maybe he just had to use the bathroom.

[00:29:15] Like what guy is making two five minute stops

[00:29:18] on his drive home?

[00:29:19] Maybe he has IBS.

[00:29:20] I don't know.

[00:29:22] Okay, five minutes.

[00:29:23] A man with IBS.

[00:29:24] Five minutes?

[00:29:26] Anyways.

[00:29:27] I mean men are gross.

[00:29:27] Maybe he didn't wipe or wash his hands.

[00:29:29] Ew.

[00:29:30] He just dropped the loan left.

[00:29:31] Okay.

[00:29:33] Moving on.

[00:29:34] From there, he travels onto his apartment

[00:29:37] in the Denver area, but only remains there briefly.

[00:29:41] He makes an additional trip to his company lot

[00:29:45] where he reportedly stays for roughly two hours.

[00:29:49] His final trip is to Tower Landfill in a large truck

[00:29:55] where he dumps a load of less than 800 pounds,

[00:29:59] which doesn't necessarily, it sounds weird.

[00:30:04] Like is that not a lot?

[00:30:06] And apparently it's not.

[00:30:07] For reference, there was apparently no confirmed

[00:30:10] or logical business reason for him to make this trip

[00:30:14] because it's a notably small load for drop-off

[00:30:19] in his line of work.

[00:30:20] And it's like a holiday weekend.

[00:30:23] Yep.

[00:30:24] Yeah.

[00:30:25] It's right before the holiday.

[00:30:26] Interesting.

[00:30:27] And, charrusting.

[00:30:30] You're listening to an episode

[00:30:31] of PNW Haunts and Homicides on True Crime by IndieDropin.

[00:30:36] We're gonna take a quick break.

[00:30:38] And now back to this episode of PNW Haunts and Homicides.

[00:30:43] A search conducted by law enforcement in November of 2016

[00:30:48] revealed many personal items belonging to Charlene.

[00:30:53] And here's where I need to issue that trigger warning.

[00:30:58] It's like I gave you a trigger warning for a trigger warning.

[00:31:03] We'll keep this quick, like ripping off a bandaid.

[00:31:06] Okay.

[00:31:08] Also discovered with Charlene's personal belongings

[00:31:11] was the body of a small dog wrapped in a red sweater

[00:31:16] believed to have belonged to Charlene's missing Chihuahua Toby.

[00:31:22] No, Toby.

[00:31:26] The dog had been decapitated.

[00:31:28] Why?

[00:31:30] Oh.

[00:31:31] Sadly his head has not been located,

[00:31:36] which kind of makes you wonder about that burn pile.

[00:31:41] Why would he?

[00:31:43] I don't...

[00:31:44] It's just the head.

[00:31:45] I don't know.

[00:31:47] I don't know.

[00:31:48] Maybe he thought the face of the dog would be identifiable?

[00:31:53] I don't know.

[00:31:55] I know you don't.

[00:31:56] Why does anyone do something so horrific to an animal?

[00:32:01] I mean, not to mention to his girlfriends.

[00:32:03] Well, yeah.

[00:32:05] Allegedly.

[00:32:06] But just like a tiny little, just like an animal.

[00:32:10] They're so innocent.

[00:32:11] I don't get it.

[00:32:12] Yeah.

[00:32:13] I don't get it.

[00:32:17] Her car was also found abandoned in a dirt lot

[00:32:21] at 5099 South Rio Grande Street.

[00:32:27] So pretty, pretty, pretty close to their apartment

[00:32:32] and where her cell phone last pinged.

[00:32:36] Okay.

[00:32:37] Just making sure you caught that one.

[00:32:38] I mean, I'm just agreeing with you.

[00:32:40] Oh, okay.

[00:32:41] I don't know.

[00:32:41] My mind is not here.

[00:32:43] Yeah, you're like, I'm not here.

[00:32:46] At this time, Charlene also remains missing

[00:32:50] and I have to assume essentially presumed dead.

[00:32:55] You know who else was really difficult

[00:32:57] to locate all of a sudden though?

[00:33:00] Jeffrey?

[00:33:02] Good guess.

[00:33:03] Huh?

[00:33:03] Yeah.

[00:33:04] Sneaky little snake that he was.

[00:33:09] He'd made his way to Moscow.

[00:33:12] Nope, not Idaho.

[00:33:14] I was like, seriously, Russia?

[00:33:16] Is it Russia?

[00:33:17] Yeah.

[00:33:18] The other one.

[00:33:19] He went all the way to fucking Russia

[00:33:21] from Colorado?

[00:33:21] Motherfucking Moscow, Russia.

[00:33:25] What?

[00:33:28] That's really far away.

[00:33:30] The theory is that he crossed the border into Canada

[00:33:34] in November of 2016 before traveling on

[00:33:37] to resettle in Moscow and settle he did.

[00:33:42] By Valentine's Day 2017, he had married.

[00:33:47] What?

[00:33:48] And by the following year, he and the Russian misses

[00:33:53] were welcoming their first child, a daughter.

[00:33:56] Holy shit, he moves fast.

[00:33:59] Yeah.

[00:34:00] Wow.

[00:34:01] But apparently the happy little family life

[00:34:04] wasn't built to last.

[00:34:05] You don't say.

[00:34:07] Yeah.

[00:34:08] By 2019, his wife had filed for divorce.

[00:34:12] She described horrific abuse at his hands,

[00:34:15] being brutally beaten and strangled.

[00:34:18] And in some cases, even the fact

[00:34:20] that she was holding their infant daughter at the time

[00:34:24] did nothing to dissuade him from attacking her.

[00:34:27] Oh, the poor woman.

[00:34:29] Yeah, and their poor child.

[00:34:32] He had also apparently brought a new girlfriend

[00:34:35] into his home, which I would say,

[00:34:38] either of these facts taken separately

[00:34:40] is certainly grounds enough for the divorce.

[00:34:43] But apparently by this time, she also knew

[00:34:47] about his misadventures with the law in Littleton, Colorado.

[00:34:52] Okay, wait.

[00:34:53] So he brought a girlfriend into the house

[00:34:55] where they were living together?

[00:34:57] So it was in July of that year

[00:35:00] that she reached out to police here in the States

[00:35:04] to let them know where they could recover

[00:35:06] their little reptilian escapee.

[00:35:09] Nice.

[00:35:10] I thought so.

[00:35:11] Good job.

[00:35:12] Yeah.

[00:35:13] She stated that Jeffrey had come to Russia

[00:35:16] because he was told there was no extradition treaty,

[00:35:20] which kind of sounds like bullshit

[00:35:23] because he's an American.

[00:35:27] So extradition, in case anyone's wondering

[00:35:31] is the act of making someone return

[00:35:34] for trial to another country or state

[00:35:37] where they have been accused of doing something illegal.

[00:35:41] So, you flee, we pull your rap back.

[00:35:46] After being indicted in the US,

[00:35:49] Jeffrey was put on Interpol's database

[00:35:53] and was eventually picked up in Moscow.

[00:35:57] Now he awaits Russia's decision

[00:36:00] regarding extradition and a Moscow jail

[00:36:04] because I mentioned he's not from Russia

[00:36:08] and actually he's probably no longer even married

[00:36:12] to someone who is a Russian citizen.

[00:36:16] So I'm not sure why they would want to keep him

[00:36:20] other than to maybe piss off America.

[00:36:24] Yeah, but like, who is he?

[00:36:25] Who cares?

[00:36:26] Yeah, no one cares.

[00:36:28] According to the Russian daily newspaper, Comersand,

[00:36:33] he hopes to obtain Russian citizenship,

[00:36:36] which again, I don't know why they would want him.

[00:36:41] Yeah, seriously.

[00:36:43] He claims to be a victim of political persecution.

[00:36:49] What does that even mean?

[00:36:51] Further asserting that he is entitled to asylum.

[00:36:57] He's one of those entitled people, okay.

[00:37:01] I'm a mediocre white man.

[00:37:04] How dare you?

[00:37:05] Everything.

[00:37:08] Jeffrey claims that he has been framed for murder.

[00:37:13] He has also pointed the finger at the Coloradan prosecutor

[00:37:18] and Republican Party candidate, George Brokler,

[00:37:23] who he claims is hunting him for political reasons.

[00:37:28] What would those be?

[00:37:30] You know, my next line says, which I don't know, Jeff,

[00:37:34] is repeated abuse and a possible murder committed in the country,

[00:37:39] attempting to extradite you.

[00:37:41] What you would consider political reasons.

[00:37:46] I almost have no words.

[00:37:48] Literally.

[00:37:49] What the fuck?

[00:37:51] If the president opts to grant Jeffrey's request,

[00:37:57] it will be impossible for him to be extradited

[00:38:00] to the US as Russia's constitution

[00:38:04] does not allow for extradition of its own citizens.

[00:38:09] I see, I see.

[00:38:12] And that wouldn't be such a problem

[00:38:15] if we were kind of not on such great terms with Russia.

[00:38:21] So it's unclear whether he will be returned to Colorado

[00:38:27] to face the charges against him.

[00:38:29] No court dates will be scheduled

[00:38:31] until he is physically present in the.

[00:38:35] Arapaho County Detention Center.

[00:38:39] Is he still in Russia?

[00:38:41] He's still in Russia.

[00:38:43] As far as I know, I really tried to dig and see

[00:38:47] if any sort of arrangements were made

[00:38:51] in the last couple of years.

[00:38:53] And you guys again.

[00:38:55] Russia, like she not that cool with us.

[00:39:00] Yeah.

[00:39:01] So I don't know, but honestly, like, OK, that's fine.

[00:39:06] You can keep him.

[00:39:07] I feel like maybe a Moscow jail is.

[00:39:11] Hopefully he's still in there.

[00:39:13] Yeah, like, is that better?

[00:39:15] Is it maybe that's better?

[00:39:16] Maybe.

[00:39:18] I'll leave you with the almost eerily optimistic word

[00:39:24] of district attorney George Brockler.

[00:39:29] Nobody should be able to walk away from murder.

[00:39:32] I will do everything in my power

[00:39:34] to bring a perpetrator to justice.

[00:39:38] I am pleased that in the death of Charlotte Voight,

[00:39:41] there is now a process in place to accomplish that.

[00:39:46] That last part.

[00:39:49] What's the process?

[00:39:51] Extradition.

[00:39:52] OK.

[00:39:53] So.

[00:39:56] The thing that.

[00:39:58] That's why I say eerily optimistic, like.

[00:40:01] And it's an incredible feat that, you know,

[00:40:04] they were able to, you know, track him down halfway

[00:40:07] across the world and.

[00:40:10] But.

[00:40:12] That that process you mentioned.

[00:40:14] Oh, OK, so all you have to do is get Putin

[00:40:17] to agree to extra pooftah.

[00:40:20] It's going to be a little bit of a challenge here

[00:40:24] for a while, probably sort of a layered situation,

[00:40:27] like a Russian nesting doll.

[00:40:29] Yeah, I don't know.

[00:40:31] Maybe maybe some tarot will make you feel better.

[00:40:35] I have a fancy new deck to show you

[00:40:38] and know how you love that new deck tarot.

[00:40:42] Flash Oracle.

[00:40:43] Question mark.

[00:40:46] This is a special fancy pensay deck.

[00:40:50] It's an Oracle deck.

[00:40:51] So we're doing something slightly different,

[00:40:55] which is both upsetting and exciting.

[00:41:00] Hopefully not too upsetting.

[00:41:02] Oh, that's interesting.

[00:41:04] What's this guy called?

[00:41:06] Pring Mantis.

[00:41:08] I found one of these in my food one time.

[00:41:11] Oh, gross. Yeah.

[00:41:12] Giant eyes just staring right back at me.

[00:41:14] Yeah.

[00:41:16] OK, so Pring Mantis.

[00:41:19] Mindfulness, strategy and calm.

[00:41:23] Execution matters.

[00:41:26] Yeah, it does.

[00:41:29] It's funny because I read the keywords

[00:41:30] and I was thinking, oh, it's all the things that Jeffrey didn't do.

[00:41:34] Cool. That's what I was thinking too.

[00:41:37] Plan each moment carefully before taking action.

[00:41:41] Remain still mindfully planning your course of attack

[00:41:46] and be certain that your strategy will not harm your neighbor.

[00:41:52] In a state of calm, your mind will more easily open

[00:41:56] to the abundant opportunities surrounding you.

[00:42:00] Yeah, he doesn't have very many opportunities now.

[00:42:04] I don't know.

[00:42:04] I hear Moscow's nice this time of year.

[00:42:08] Is it? No.

[00:42:10] Is it cold? Isn't it cold?

[00:42:11] I don't know what it's like this time of year,

[00:42:14] but I hear it's frequently quite cold.

[00:42:16] Quite cold.

[00:42:17] Quite cold.

[00:42:18] Should I pull another one?

[00:42:20] Yes.

[00:42:22] Oh, OK.

[00:42:23] Oh, I can barely read this.

[00:42:25] Jay, it's a Jay.

[00:42:27] Communication, assertiveness, resourcefulness.

[00:42:33] Your input is essential.

[00:42:35] Say what you need with as concise words as possible.

[00:42:41] Hmm.

[00:42:42] Decide whether you want to plant your seeds in places where they can grow into future

[00:42:48] harvests or use them to nourish a situation more immediately.

[00:42:53] Interesting.

[00:42:54] Like someone wasn't doing any planting of their seeds.

[00:42:59] He was planting a seed.

[00:43:00] He wasn't nourishing his seeds.

[00:43:02] Yeah.

[00:43:04] Yeah, don't just go plant your seed willy nilly on people who don't want

[00:43:07] their fucking seed planted there.

[00:43:09] Oh, I'll lay nearly.

[00:43:11] Can we all just keep our hands to ourselves?

[00:43:13] Is it that hard?

[00:43:15] Yeah, apparently.

[00:43:18] I think this one's really interesting because don't they like eat their man's

[00:43:21] head after they mate?

[00:43:23] I don't know. They might eat the whole thing.

[00:43:26] I just feel like I've always just heard they bite their head off after.

[00:43:29] You know, isn't that what everyone's heard?

[00:43:31] They I think they probably start with the head.

[00:43:35] I don't know.

[00:43:36] We should Google it.

[00:43:37] OK. Google it and then.

[00:43:39] It's also like praying mantis.

[00:43:42] So it's like someone praying on someone very relevant.

[00:43:47] I literally said someone prayed on her.

[00:43:49] Oh, did you?

[00:43:50] Yeah, I'm sorry.

[00:43:51] No, it's no, it's just funny because it's like that choice of words.

[00:43:55] Oh, did you say it in this reading just now?

[00:43:58] Oh, no, in the episode.

[00:44:00] Oh, you did.

[00:44:02] I was like, oh, she already said it.

[00:44:04] I'm a dummy.

[00:44:04] I wasn't listening.

[00:44:07] National tree.

[00:44:08] Jibre, the National Geographic wants us to know.

[00:44:11] First of all, not all praying mantis species cannibalize their mates.

[00:44:18] How many species are there?

[00:44:19] I don't know.

[00:44:20] I thought there was just the one.

[00:44:22] He says maybe if the female is starving

[00:44:25] or if the male irritates her, which is probably usually the case.

[00:44:32] So are they really that like, is it that different than we thought?

[00:44:37] If you loved listening to that oracle reading

[00:44:42] and you want to see it become a member of the Patreon,

[00:44:45] where a video of every tarot and oracle reading

[00:44:50] is uploaded with the ad free version of the episode each week.

[00:44:56] And those videos usually have extras in them

[00:44:59] that we don't leave in the regular episode.

[00:45:03] And this episode just happens to have a two card oracle reading

[00:45:07] just for our Patreon.

[00:45:09] Yeah, it's fun and a little bonus

[00:45:12] bonus story from Cassie.

[00:48:16] Mine's already open.

[00:48:18] Damn it, Caitlin.

[00:48:19] OK, she was trying to create some ambiance.
